Abstract


Since practically the 2000s, Morocco has continued to consolidate its National Innovation System (INS), in order to create an environment conducive to innovation. The Moroccan government has put in place a number of plans and devices, aimed at giving new impetus to innovation and catching up with the delay recorded in this area, compared to developed countries, but above all, compared to emerging and competing countries. Also, he initiated several legal and institutional reforms, which led to the emergence of a set of institutional actors, constituting the backbone of the Moroccan INS, such as political support bodies, the system of research, networking structures, support infrastructures, all at the service of innovative companies. The analysis of the path of consolidation of the Moroccan INS teaches us the existence of several obstacles, of a structural nature, likely to prevent its maturation and, consequently, its role in the dynamics of learning.

Depuis pratiquement les années 2000, le Maroc ne cesse de consolider son Système National d'Innovation (SNI), afin de créer un environnement propice à l'innovation. Le gouvernement marocain a mis en place un certain nombre de plans et dispositifs, visant à donner un nouvel élan à l'innovation et à rattraper le retard enregistré dans ce domaine, par rapport aux pays développés, mais surtout, par rapport aux pays émergents et concurrents. Aussi, Il a engagé plusieurs réformes institutionnelles, ayant conduit à l'émergence d'un ensemble d'acteurs institutionnels, constituant l'épine dorsale du SNI marocain, tels que les instances d'appui politique, le système de recherche, les structures de mise en réseau, les infrastructures de soutien, au service des entreprises innovantes. L'analyse du chemin de consolidation du SNI marocain nous apprend l'existence de plusieurs obstacles, d'ordre structurel, susceptibles d'empêcher sa maturation et, par conséquent, son rôle dans la dynamique d'apprentissage.
