 COVID-19 and US-China word war: What should Africa do?

Abstract


This paper argues that COVID-19 has indeed accelerated a number of events in the international arena. Events that should happen over time. The rise in level of US-China competition is one of them. It has come through the word war that it [COVID-19] has caused. A war that focuses on mutual accusations and suspicions about the origin and management of COVID-19, and in other decisions and actions of each other during this pandemic. “Global communication" is at the center of its stakes. And "soft power" prevails for this communication. A war that is moving the world. A world that is divided into two camps: "conservative" and "progressive", respectively dominated by US and China. The different corners of the world and countries are already increasingly giving the positions of their choice and belonging to one camp or the other. On that note, there is no need for panic and rush, nor passion, emotion and feeling for Africa. And also no need for it to fall again into the past’s mistakes. Africa should seek to play its cards right.

Ce papier argue que le COVID-19 est bien venu accélérer un certain nombre d’événements dans l’arène internationale. Des événements que devraient advenir dans le temps. La montée de niveau de la compétition US-Chine en fait bien partie. Elle est passée via la guerre des mots qu’il [COVID-19] a occasionnée. Guerre des mots US-Chine que se focalise aux accusations et suspicions mutuelles tournant autour de l’origine et la gestion du COVID-19, dedans d’autres décisions et actions des uns et les autres durant cette pandémie. La « communication globale » est au centre de ses enjeux. Et le « soft power » prévaut pour cette communication. Une Guerre que fait bouger le monde. Un monde qui se divise en deux camps: « Conservateurs » et « progressistes”, respectivement dominés par US et la Chine. Les différents coins du monde et pays donnent déjà de plus en plus les positions de leurs choix et appartenances à l’un ou l’autre camp. Sur ce, pas besoin de panique et précipitation ni passion, émotion et sentiment pour l’Afrique. Et aussi pas besoin pour elle de tomber encore dans les erreurs du passé. L’Afrique devrait chercher à tirer son épingle du jeu.
